Development and security of municipalities should be based on renewable energy sources

8th European Congress of Local Governments Expert features

When thinking about the development of Poland at the municipality and district level, we cannot ignore investments in energy infrastructure based on renewable energy sources (RES). The Polish energy model based on conventional sources will change in the next few decades, just as the energy mix is changing, with wind and solar energy playing an increasingly important role.

Development of “municipal Poland”

Moving away from fossil fuels is not just a change in the source from which we obtain energy. Increasing the share of RES in the energy mix is also a change in Poland’s economic model. The beneficiaries of tax revenues and non-tax benefits from coal-based energy are a few urban centers.

Changing the way we think about energy in favor of green, decentralized power generation throughout the country is an opportunity for the development of “municipal Poland”. It is also hope that tax revenues will flow to hundreds of smaller rural and urban-rural municipalities across the country. This situation will certainly translate into their ability to aggregate funds from the European Union, increase investment in infrastructure, education, as well as health and sports. The development of RES also means revenues for landowners on which wind farms and photovoltaic farms are built.

Therefore, it is essential that in the face of changing legislative environments, energy investors and local governments develop a common model of investment development. All this to work for local communities and provide clean energy to millions of Poles without any obstacles.

A step in the right direction

The liberalization of the so-called “distance law” is a step towards building a healthy, clean environment and towards the financial, economic, and infrastructural development of rural municipalities and smaller urban municipalities. The quality of cooperation between investors and local governments at the municipality and district level plays a significant role in the investment process. Proper preparation of documents by the investor, quick decision-making by the local authorities, and cooperation based on a partnership dialogue between the parties guarantee unencumbered development of RES.

Energy and economic security

It is worth noting that the development of renewable sources is not only budgetary revenues for municipalities but also a guarantee of energy and economic security for Poles. The current geopolitical situation has shown how dangerous it is to base energy on imported fossil fuels. Dispersed, green sources based on natural resources such as sun and wind are today the only guarantee of uninterrupted energy supply to individual and institutional consumers and local governments at the most favorable market price.
