The world is being shaken by profound changes, and challenges that are horizontal and global which, also transfer, like a lens, to the local environment. Local governments are facing challenges such as climate change, the ongoing energy transition, immigration processes, the artificial intelligence revolution, the challenge of ensuring social security, finding ways to develop and making investments that increase the quality of public services and modernise the way citizens live. However, the solution to global challenges often starts at the local level; it is at the level of local governments that, thanks to their proximity to people and their local problems, effective and quick solutions are found, which, using synergies and a vast pool of experience, influence the global level.
The European Congress of Local Governments is Poland's largest platform for dialogue, cooperation, exchange of good practices and meetings for local government officials and all stakeholders who are part of local life. The event is attended by representatives of all levels of local administration and foreign guests from dozens of countries. NGOs, central administration, academia, industry experts, as well as representatives of culture and business are also very widely represented. This makes the 10th jubilee edition of the European Congress of Local Governments a unique place where the ideas of tomorrow are being forged today. You are cordially invited to participate!

European Congress of Local Governments in Figures
The European Congress of Local Governments is a platform for the exchange of views and a meeting place for leaders of local governments, representatives of regional elites, members of state administration, NGOs and business. The programme includes more than 250 events: programme blocks, discussion panels, workshops, lectures and presentations. The debates of the Congress will address, among others, the problems of contemporary urban planning, mechanisms of urban and regional development, investment financing, urban management, environmental protection, health policy and the activities of local governments in the new reality.

Financial Ranking of Local Government in Poland
The ranking is an analysis of the financial condition of all local government units in Poland, and since 2017 it has been periodically prepared by the Institute for Eastern Studies Foundation. It is prepared on the basis of financial statements submitted by local government units in cooperation with independent, reputable institutions: the National Council of Regional Chambers of Audit and the Cracow University of Economics (2017-2019) and the Wrocław University of Economics (2020-2023).
