The Forum is one of the largest and most important events in Central and Eastern Europe, bringing together for over thirty years people who have a decisive influence on the future of Poland, Europe, and the world.

The program of the 35th Economic Forum, which will begin on September 8 at 12:00 PM in Karpacz, is divided into eight thematic areas:

Presentation of the Local Government Finance Ranking in Poland 2025

The 2025 Financial Ranking of Local Government Units is an analysis of the financial health of all local governments in Poland. Since 2017, it has been published annually by the Institute for Eastern Studies Foundation.  This year, the ranking was prepared in collaboration with the Wrocław University of Economics. We expect 250 guests to attend the presentation—local government leaders and regional elites, as well as representatives of the state administration, the business world, culture, academia, NGOs, and the media. Participation is determined on a first-come, first-served basis.

Local Government In Times of Uncertainty – Local Responses to Global Challenges

The European Congress of Local Governments hosted Karol Nawrocki, President of the Republic of Poland

In his conversation, President Karol Nawrocki addresses the U.S. operation against Iran, highlighting its implications for NATO, transatlantic relations, and global energy stability.

He calls for a firm Polish stance on EU centralization, sovereignty concerns, and key economic challenges, including strategic development projects.

The interview offers a broad geopolitical and economic perspective with a clear appeal for responsibility and reform.

The 11th European Congress of Local Governments– video report

Over 3,000 guests attended the 11th European Congress of Local Governments in Mikołajki, which took place on 2–3 March 2026. Over two days, leaders from local government, politics, business, economics, science and culture from 33 countries around the world debated the most important challenges facing the leaders of our local communities, focusing on the theme ‘Local government in times of uncertainty – local responses to global challenges’.  The 12th European Congress of Local Governments is scheduled for March 2027, but before that we invite you to the 35th Economic Forum in Karpacz, which will take place from 8 to 10 September 2026, during which local government issues will be discussed at length.

SGH and Economic Forum Report 2025

One of the most anticipated economic publications since 2020 is a joint report by the Warsaw School of Economics and the Economic Forum, in which researchers from the Warsaw School of Economics present the most important issues concerning the countries of Central and Eastern Europe. This comprehensive study provides an overview of socio-economic challenges, analyses and conclusions, summarizing the research conducted. The report of the Warsaw School of Economics and the Economic Forum is an in-depth and exhaustive analysis of the contemporary dilemmas faced by the CEE countries. It is also a proposal for solutions and recommendations that can be helpful in making decisions at the government and local government level.


The report is presented every year, on the day of the inauguration of the Economic Forum, organized by the Institute for Eastern Studies Foundation, where the Warsaw School of Economics has been acting as a strategic partner for several years. The Forum provides a platform for impartial debate on the most important political, economic, cultural and social issues.

Financial Ranking of Local Government in Poland

The ranking is an analysis of the financial condition of all local government units in Poland, and since 2017 it has been periodically prepared by the Institute for Eastern Studies Foundation. It is prepared on the basis of financial statements submitted by local government units in cooperation with independent, reputable institutions: the National Council of Regional Chambers of Audit and the Cracow University of Economics (2017-2019) and the Wrocław University of Economics (2020-2023).
