The Winners of the Competition „Local Government Leader 2016″

The first day of the Congress was closed by the Local Government Leader Gala, when the best local government representatives have been awarded in three categories / Rural Commune Head, Mayor of the Municipal and Country Commune, President of a City with County Rights.

The Partner of the competition is “Rzeczpospolita” daily which has been closely watching the development of local government in Poland for nearly 20 years, each year announcing the prestigious Ranking of Local Self-Governments.

For 7 years, “Rzeczpospolita” together with the Institute for Eastern Studies has awarded local government leaders during the Forum of Regions in Krynica-Zdrój and for the last 3 years in Krakow to summarize the past year of their activity.


The list of candidates included commune heads, mayors and presidents, who served their functions for at least 4 terms, whose local government units could demonstrate the best economic results, evaluated on the basis of data from the Ministry of Finance and Central Statistical Office, as well as the optimal use of the EU funds.

This year the Jury of the Award has decided to honour by a “Special Award” H.E. Kardinal Stanislaw Dziwisz, handed by Jan Dziedzina, the Head of Lęcko Community and Jacek Lelek, Mayor of Stary Sącz. H.E. Kardinal Dziwisz has expressed his thank you for the award and underlined that the “reform of self-government is one of the best reforms conducted in Poland after the 1989. The local authorities remain close to the problems of the local societies and the representatives of those authorities are respected and have won the trust of their voters.”

The title of the Local Government Leader of the Rural Commune Head went to: Grzegorz Niestoj, the Head of Kornowac Community. “This is an award for all my employees and for the whole Community” – expressed his thankfulness Mr. Niestroj.


The title of the Local Government Leader of the Municipal and Country Commune went to: Grzegorz Niezgoda, Mayor of Szczawnica, who has warmly invited everybody to this beautiful city.

The title of the Local Government Leader of a City with County Rights went to: Piotr Grzymowicz, Mayor of Olsztyn. “We put a lot of efforts and a piece of heart to make our local homelands flourish, said Piotr Grzymowicz. It would not be possible if Poland was not be a member state of the European Union”, stated Mayor of Olsztyn.

The Awards for Local Government Leaders were also handed in by: Katarzyna Rajtar, Director of the European Congress of Local Government, Jacek Krupa, Marshall of the Lesser Poland Region and Jacek Majchrowski, Mayor of the City of Krakow.

Zygmunt Berdychowski, the President of the Programme Council of the Economic Forum has expressed his thankfulness to the city of Krakow, Kardinal Dziwisz and the editorial team of “Rzeczpospolita” for their hard work, consistency and persistence in the Polish self-government system development.

The Local Government Leader Gala was accompanied by the concert of the Quartet Akademos.
