Flexible employment: a way to a global chaos or to a new model of labour market stability

Flexible employment is characterized by diversity of solutions to fully use human potential and to overcome barriers of standard employment. However there are risks of substitution of social network based on stable labour relations by individualized and isolated aggregate of alienated workers.

We invite to participate in the discussion “Flexible employment: global chaos or a new balance of the labor market?”, which will take place as part of the XXVIII Economic Forum. During the panel, speakers will focus on forecasting and assessing the economic and social impact of employment processes.

Flexible employment is characterized by diversity of solutions to fully use human potential and to overcome barriers of standard employment. Distant (peripheral) labour markets can use Industry 4.0. techniques to increase a number of vacant work places, to attract suitable workers to telework, to offshore workplaces in the global value chain. Positive potential of flexible employment development can be implemented providing timely study of this phenomenon, changes in legislation, modernization of education, staff training and retraining.

The complexity of modern labour market with the high diversity of types of employment create premises for increasing the efficiency, development of labour and entrepreneurial potential, rise in labour productivity, multiply the effect of the natural human intellect for the increase of coherence of labour market, keeping at the same time the social-natural system under control.

However there are risks of substitution of social network based on stable labour relations by individualized and isolated aggregate of alienated workers. International organization of labour blame it on informal economy and non-standard employment, short-term and transitional employment, spatial and functional mobility of workers. Non-standard employment often transforms in precarious employment, manifested itself in compulsory forms: loss of standard employment guarantees such as termless contract, full-time work being replaced by non-standard employment in formal or informal sectors of economy or by temporary employment. These elements of precarious employment are increasingly appearing in the standard employment relations.

This is one of the problems of modern social relations intensified by consequences of Industry 4.0., globalization in all spheres and the rise of influence of global capital. Precarious employment causes stressful and even pathologic processes in human minds and the reasons are low quality and level of life, decrease of level of childbirth, huge flows of labour migration, ethno-cultural, religious and some other influences on precarity of national communities and global system as a whole.

Is the flexible (non-standard) employment a way to global chaos or a way to new model of labour market stability? Multiple interconnections of Industry 4.0, labour and society under the conditions of capitalist globalization is a great challenge to mankind. The consequences of these processes will determine future.

Guests from Russia, Germany, Hungary, Kazakhstan and Poland will take part in the discussion. The panel will be moderated by Mr. Vyacheslav Bobkov, Doctor of Economics, Professor, Head of the Laboratory of Living Standards and Life Quality at the Institute of Socio-Economic Studies of Population of Russian Academy of Sciences. He is also the Chief Research Officer at the Plekhanov Russian Economic University. Recognized as one of the creators of the field of scientific research, devoted to the quality and living standards of the population of the Russian Federation based on a system of social standards and income monitoring.
