"Russia 2002. Report on transformation" elaborates on economic and socio-political situation in Russia of 2002. The authors analyse present events, including institutional and legal transformation, domestic and foreign policy and economic situation, alongside with tax reforms, pension system, banking, natural environment and military industry. Particular attention is given to consequences of September 11.

Main conclusions of the report: Political, social and economic stability is a recognized characteristics of the current stage of transformation in the Russian Federation. However, it cannot be taken for granted that increasing stability will be established as a long-term tendency. Russia's dependence on external factors increased following its visible openness, involvement in international affairs and military, economic and trade relations. The main risk lies now in possible US military operation against Iraq and its results for both worldwide and Russian petroleum market. The question of Kaliningrad adds to the list of potential instability factors. The nearest test of and challenge for Russian stability, both short- and long-term perspective, will be the parliamentary and presidential elections. |

It is also important that very essence of stabilization - strong presidency, strengthening of the state, and structural changes in economy - is in itself an element restraining further transformation. Is it possible to reconcile ongoing stabilization and further democratic and market transformation? Is the last one irreversible? So far, Europe has not found a conclusive answer to either questin.
