The panel “Creative Regions: Challenges and Opportunities” at the Congress in Krakow
The discussion was initiated with the presentation on UNESCO Creative Cities Network delivered by Martha Mary Friel, Programme Manager in Tourism and Local Development Research Center CSS-EBLA, Italy. She started the presentation with introducing the work of CSS-EBLA Center. Later, she concentrated on UNESCO sites, which are a perfect testing ground. UNESCO creative cities network comprises of 116 cities placing creativity and cultural industries at the heart of their development. Martha Mary Friel informed the audience that in 2018 there will be Krakow-Katowice UCCN annual meeting. During the meeting the participants will stimulate pilot experiences of integrated management models through specific capacity building measures.
The panel was moderated by Gabriela Dragan, General Manager, European Institute of Romania, Romania.
Alina Bargaoanu, Vice-Rector for Academic Affairs, School of Administrative & Political Studies, Romania started with opening remarks on the current situation in Romania and Europe. In order to get out of the crisis, which we witness, you need to invest in innovation. All kinds of innovation, including social one. According to Alina Bargaoanu the second important factor is supporting and investing in innovation. „In Romania we have a problem of people moving to richer regions of Europe, but also internally, to richer regions of Romania. There are internal gaps when it comes to population. The best way to alter the trend is to invest in education and creative industry.” There are currently 3 hubs in Romania: in Cluj-Napoca, Bucharest and Iași. They have the potential for further development in innovative fields.
Emil Boc, Prime Minister of Romania (2008-2012), Mayor, City Hall Cluj-Napoca when opening his remarks asked a question: How our city would look like without students? It would be almost empty.” Therefore, as he stressed, we need to foresee the future. A lot of people in Cluj work in IT industry, but unfortunately, in outsourcing. „Therefore, as a mayor I need to encourage smart innovation and make sure each industry in the region brings added value.” Boc stressed that the creativity is the last feature of human being that will not be overtaken by robots. In future, most of jobs will be taken by robots. The place of people will be in creative business that doesn't exist yet.
Wojciech Przybylski, President of the Board, Cracow Technology Park, Poland, underlined that the creativity is just one of the sources of creative revenue. Next to it, there is infrastructure that supports creativity and many other elements. Przyblski asked a question: Which tools are helping creative industries to rise? Specific qualities are needed for such business to thrive. „We have found basic assets -like education -are crucial for development of creative sector” concluded the representative of Cracow Technology Park.
Oleg Vostryh, President, Foundation „High School of Professional Politics”, Ukraine in his speech concentrated on tourism. „It is developing, each year we have more and more tourists, most of them are domestic tourists from Ukraine.” Vostryh stressed that there is a number of places to see and visit. In Lview there is no conference facility such ICE, here in Krakow. He also pointed to the fact that the creative industry is something Ukraine needs to invest in.
