Opening remarks
 
Mr. Manfred Grund, Member of German Bundestag, Chairman of the German Moldovan Forum spoke within opening remarks about association agreement to be signed on the 27th of June: "Moldova has a European perspective" Mr Grund underlined, but   "the reforms will take years and they have to be done in Moldova and by Moldovans. It will be their choice and their achievements.", added Manfred Grund.
 
Opening plenary session
 
The Forum has been opened by Prime Minister Iurie Leanca. The main theme of his presentation was the association agreement and the reform process. At the beginning of his speech he mentioned that Moldova is on the way to become a country where all the citizens become comfortable. "We need to introduce many changes, including changing the mentality of the people. The European development has been chosen by the Moldova and it demands time. The fundamental changes are supported by most of the citizens, because it is the condition to ensure a better life standards.Mr Leanca mentioned in his speech the internal problems  that Moldova is currently facing of consolidation of Moldova, the need to forstering of the whole country, create a solid foundation of stability and beneficial for all the regions, as Transnistrian area, Gagausia region.Without the EU help no infrastructural project , water project, irrigation project we will not be able to continue the modernization of the country.
 
Mr Prime Minister reminded that Moldavians have the possibility to travel without the visa since 2008 and the biometric passports have been introduced in the Republic of Moldova. "This visa free regime will help us to solve many of the social problems that we were facing for the last years".Mr. Leanca added, that some of the reforms are still waiting to be introduced -justice sector reform, judiciary, quote system have to be reformed, he listed.
 
As  second spoke Mr. Gerd Muller,  Federal Minister. At the beginning of his speech underlined that this is his first in this country.Mr Minister presented a historical perspective of the world divided into two blocks after the 2nd world war. "Our generation is also responsible for the worries of this war – 70 years of peace in Europe, never more war, this was the idea ling at the beginning of the integration process in Europe. Europe means the idea of peace, prosperity and integrity and Germany is willing to support this idea in Europe and here in Moldova."Moldova has an European perspective, it has always been a part of European history and will be a part of Europe's future, said Minister Mueller .
 
"You have put a great deal of work just to make it happened.", he underlined. You need to explain the people that the EU integration will bring more benefits and the free visa regime is just the beginning. It is not a "either/or decision" – it has to be clear for the whole society. I know you have to face many challenges in the future years.Germany will support the trade exchange, which will help Moldova in development, Minister mentioned one of the best European wines is made in Moldova.  We want to continue our support in the infrastructural projects – we support building hospitals, waste management factories, water cleaning projects, agriculture development. We are very glad to be present in this process of modernization.Gerd Mueller advised to invest in education of the youngest generation – it will come back to you in the future decades.
 
Igor Corman, Speaker of the Parliament said at the beginning of his speech that each new edition of the Forum engage more people.  Talking about the reforms in Moldova he said we have invested lots of time and efforts to be ready to sign this association agreement. The citizens of Moldova have supported the pro-european party what means they support the European way of their country.  However a few anti- EU parties are present on the political scene of Moldova.
 
The communist party is against of signing the association agreement , they are manipulating the society in the Eastern regions trying to make a gap between the east and the west. This agreement is not against the Russian Federation , we can have correct relations with EU, EU countries and with our Russian partner. We are taking a lot of efforts to continue our negotiations with the Russian Federation, our intention is to cooperate with our former partners from the former eastern block.
 
After the opening plenary session Mr. Iurie Leanca and Minister Mueller have signed a German-Moldovan Development Assistance Agreement at the presence of all the conference guests.
