On September 8-9th  2009  in Tarnow took place 2nd Investment Forum.

This event gathered more then 200 participants, who discussed about the ways of management and effective investment movements  in the time of crisis. This year for two days Investment Forum sessions played an important role and created a platform of exchange of international thought, but also  gave the opportunity to the representatives of business and politics in Central-Eastern Europe to meet and discuss. Investment Forum, as an accompanying event of the Economic Forum in Krynica, was a perfect introduction to the broad international  discussion about the issues of development through investment offers in the time of economic crisis.

During Investment Forum we hosted: the representatives of the ministries from the Republic of Azerbaijan, Kyrgyzstan, Belarus, Ukraine, Latvia. The Investment Forum
gathered also polish and hungarian  investors and businessmen, who lead diverse activities  in Central-Eastern Europe.
The Honorary Patronage of Investment Forum took Minister of the Treasury – Aleksander Grad, who had a short statement  about investment situation in Poland and investment potential, which is administrated  by the Ministry of the Treasury.
The sessions of 2nd Investment Forum started on September 8th, 2009, at 5 p.m.

In the opening plenary session “Privatization in the time of the crisis” took part:
Paweł Lisicki- Editor-in-Chief, Rzeczpospolita Newspaper, who was the moderator during this session represented by:

Oleksandr Potimkov- Deputy Chairman, State Property Fund of Ukraine
Sergey Pyatkov-First Deputy Chairman, State Property Committee of Belarus
Adam Leszkiewicz-Undersecretary of State, Ministry of the Treasury
As an representative  of the sector of entrepreneurs, in the discussion took part Mr. Wojciech Papierak- Vice-President of the Management Board, PKO Bank Polski S.A.

The panellists were sharing observations about their international experiences within the scope of effectiveness of privatization processes, their range and potential in the times of current economical situation.

The next discussed question  was “Energy safety versus economic efficiency”. In this point the organizer invited a group of remarkable specialists, the representatives of the management boards of the biggest  energy companies in Poland.

The moderator during the essential discussion of this panel was Mr. Mariusz Swora-President of the Board, Energy Regulatory Office. Vivid discussion which took place, caused that Mr. Mariusz Swora was the moderator, the panellist and the listener in the same time. In the discussion took part:

To sum up  the discussion, Mr. Dariusz Marzec-Corporate Finance Group, KPMG was the commentator of this panel.

The next discussion panel prepared by the organizers:  “Central European financial sector after the crisis” was concentrated also on financing of investment offers and its new  potential.
The moderator of this discussion panel was Mr. Adam Leszkiewicz-Undersecretary of State, Ministry of the Treasury.
In the discussion about the financial sector, as an representative of insurance sector took part:

The last panel of the first day of the sessions was dedicated to “Presentations of investment offers”.
In this panel the investment potential was presented by representatives of concrete places:

At the end of the first day of Investment Forum Mr. Dariusz Stefański-President of the Management Board, PCC Intermodal SA signed a letter of intent and  declared a willingness of further talks  with City Council in Tarnow about building of intermodal terminal.
The first day of sessions was finished with the investment presentation of Ryszard Ścigała- Mayor of City Council in Tarnow. Thanks to excellent discipline of the moderator of this session- Mr. Jacek Socha-Vice-President, Partner PricewaterhouseCoopers, at 10 p.m all the guests went on a ceremonial banquet, where until late hours the discussions started during the sessions were continued.


The second day, September 9th, the discussion panel which opened the day was: “Restructuring, Stock Exchange, privatization. What will the future of chemical industry be like?" The discussion was initiated by the moderator of this panel Mr. Wiesław Skwarko-Member of the Management Board, NAFTA POLSKA SA.

The next subject discussed during 2nd Investment Forum on September 9th was:
“Who will build  a modern infrastructure for the functioning of economy in the best and fastest way”.

This panel was moderated by Mr. Tadeusz Browarek-President of the Management Board, Lumena S.A. A very interesting discussion concerning the development of road and communication infrastructure and the trends of functioning of economy in contemporary world was conducted. In the discussion took part:

International guests of 2nd Investment Forum in Tarnow discussed during the next session: “How to provide financial means for necessary investments in power industry?"

The discussion was moderated by Mr. Andrzej Czerwiński-Member of Parliament, Sejm of the Republic of Poland. In the discussion took part experts, managers representing diverse lines of business, from commercial  as well as state structures:

Following the first day of the sessions, the final panel of Investment Forum during the second day was presentation of investment offers. The moderator of this part was Ryszard Ścigała- Mayor, City Council in Tarnow.

At 12 p.m Minister of the Treasury Aleksander Grad appeared. He shared his experiences, observations, comments about privatization processes in current economic situation. The minister had a short speech about privatization offers in the Ministry of the Treasury. The minister invited investors to have an active approach in scope of building valuable businesses in future.

At the end of the Investment Forum there was an Investment Forum Awards Ceremony. 
The Minister Aleksander Grad together with the President of the Management Board-Jerzy Bochyński, Foundation Institute of Eastern Studies were presenting the symbolic  prize, glass statuette.

The awards were given in two categories:
Investor of the Central and Eastern Europe 2009 - Grupa LOTOS S.A, 
Investment of the Central and Eastern Europe 2009 - Lubelski Węgiel “Bogdanka”S.A. and their project of restructuring.

This year the Investment Forum Awards took place for the first time. The candidates indicated by partner media where introduced to the Programme Council of the Economic Forum. The Programme Council voted and on September 4th took a decision, who will be awarded.
There was a live transmission of all sessions in the internet, on the website www.forum-ekonomiczne.pl.
